A boundary the water respects, held without a break.

Coastal water arrives from next door twice a day. So the thing we contract is a condition inside a zone with an edge, held continuously by a service that is already working when the season turns rather than dispatched once it has.

Where a hull earns its keep

Water somebody can point at and answer for.

Semi-enclosed, engineered, or simply badly exchanged — those three descriptions cover almost every coastal program worth running.

Bays and creeks. Lagoons, including the ones somebody dredged into existence for a development. Port and marina basins with one opening and a berth that has to keep working. The approach in front of a desalination intake. The lagoon inside a reef. What they share is that the water we hand back is still roughly where it went in when somebody returns to measure it — the precondition for a result anyone can defend afterward.

Inside a boundary like that, the subscription delivers oxygen restored at depth, bloom material intercepted while it is still small, gas and crew held locally rather than assembled in a hurry, and a set of readings that two organizations hold at once. Every month, not only the ones with an advisory on them. What is priced is that condition, not the hours a hull spends producing it.

A zone is a characterized key rather than a stretch of map. Before anything is contracted the water is baselined against its own oceanography — what it does through the year, what already lives in it, which months carry the exposure — and the service it earns comes off that reading rather than off a resemblance to somewhere else. Characterization is the whole method. Where it has already been done, a program can start sooner; where it has not, it is the first thing a site read buys.

The variable that sets the price

How fast the basin replaces itself decides everything else.

An exposed headland with a strong tidal stream flushes itself constantly. It rarely has a problem, and if it does, the benefit would be carried off before it did measurable work. A creek with one narrow opening, or a resort lagoon with a sill across its mouth, may hold the same water for weeks. That is where the money is and where the failures are, because those two facts are the same fact.

So the first question at a site read is not what is wrong. It is how long the water stays. Flushing time sets the treatment interval, the fleet size, the gas volume and the price, before anyone has looked at a single water-quality reading.

The second is what arrives from next door. A bloom four miles outside the boundary is inside it on the following tide, and a neighbor's bad season becomes yours without anyone signing anything — which is why the base subscription covers proactive protection and adjacent Deep Strikes rather than callouts.

The third is draft. Pale water over sand and reef decides the vessel tier long before the treatment specification does, a boring constraint that has settled more program designs than any of the interesting ones.

Salt changes the chemistry

Bromide is the reason the reaction is enclosed and watched.

Fresh water carries no meaningful bromide. Seawater usually carries plenty — though not always enough to matter, and brackish water often does not — and ozone goes after it roughly eighty-three times harder than after chloride; the hypobromite that follows can carry on to bromate. That one rate ratio is why an oxidant duty on any salt coast runs inside a closed reactor instead of starting in somebody's bay. Enclosed is not the same as held. Water passes through at high flow and returns practically where it came from — a treatment plant moving through the water rather than a hull taking any of it away.

What a coastal authority buys from that arrangement is a control regime rather than a slogan. A single published ceiling would be the wrong instrument: the governing figure is whatever your receiving water is entitled to, fixed with the authority consenting the work and written into the service level agreement in advance. Ozone reacts with everything dissolved, so bromide has competition, and the formation case is worked out for your basin rather than assumed from a textbook. Containment by itself proves none of that. Sensors and algorithms govern the pass as it runs, and they can cut the oxidant without waiting for a crew to agree. The institution overseeing the work reads the same feeds as they land, and you, or an agent you qualify, can halt an active deployment on any suspected breach. Over live coral the envelope narrows rather than a blanket rule taking its place. Dissolved gas is held inside safe limits there as it is everywhere else we work, and where those limits sit is honed for that area, that stratum, that season and that stressor rather than set from a default. Live in-situ and satellite analytics do that honing, alongside instrumental and laboratory analysis.

Two accounting frames run alongside each other here and they are not interchangeable. The oxygen benefit genuinely does disperse through the surrounding water; that dispersal is the restoration mechanism. Oxidant residuals take no dilution credit at all. What sits on a shared sea

Nobody owns coastal water, so the client is whoever has something on it.

A lake has an owner and a river has a committee. A bay has neighbors — and the one who writes the check is usually the one whose asset stops working first.

Desalination intakes

Gulf desalination is not a convenience: World Bank figures put GCC states at nearly half of global desalinated output while holding under one percent of the world's population. A bloom that never reaches a beach can still take a plant offline.

Aquaculture and fisheries

Pens concentrate oxygen demand into exactly the water with the least margin, and the loss is not gradual. A warm still night is the whole event.

Operators in this sector price a bad night better than anyone else we deal with, which makes them the easiest counterparty to write viability parameters with and the hardest to impress with anything vague.

Ports and industrial basins

Poor exchange, warm discharge water, ballast operations and a berth that has to stay working. The failures here are compliance failures as often as ecological ones.

And when something is spilled, the numbers stop being ecological entirely. BP's cumulative pre-tax charge for Deepwater Horizon reached US$67.0 billion by the end of 2018, as filed with the SEC.

Coastal tourism and development

Nothing breaks. The bookings simply stop, and the following season starts from a worse position than the one that was actually damaged.

Reef-adjacent development adds a second obligation, usually written into an environmental statement years before anybody worked out who would deliver it.

Beyond the boundary

What crosses a service zone whatever the contract says.

Circulation is the first one. Two seagliders spent eight months working the Gulf of Oman and mapped an oxygen minimum zone described as larger than Scotland, intensified since the 1990s, in water that had gone almost unsampled for half a century. A feature like that is a property of an ocean basin, it moves vertically between seasons, and it is not remediable at any price. Open water is outside the scope of everything on this site.

Heat is the second. NOAA Coral Reef Watch measures accumulated thermal stress in degree heating weeks, and reef-wide bleaching with mortality among heat-sensitive corals becomes likely at 8. A marine heatwave five hundred kilometers wide does not stop at a service-zone edge, so work inside a lagoon is a local intervention against a regional forcing, and that goes in the site read before anybody signs. Acidification is the same argument at a slower speed.

What a boundary does hold is a duty: a defined volume, an agreed set of readings, and a named institution outside this company holding the same live feeds our crews steer by. That duty runs the whole year. Which oxidant does which job over a given reef is not something we publish, because what a client buys here is the state of the water and the safety envelope around it, never a method. Nine control variables, a safe range for each of them, and an annual check on how many are still inside. Ocean acidification left its range in the 2025 edition, and 2025 was the first assessment ever to put it there.

That check is the Planetary Health Check, run by the Potsdam Institute for Climate Impact Research with the Stockholm Resilience Centre, and the 2025 edition is the one that moved the carbonate variable across. Two are still on the safe side. Aerosol loading and stratospheric ozone are those two, which is as much comfort as the result offers.

What the assessment changes for an operator is the briefing rather than the treatment. Nobody meets carbonate chemistry as a global average. A hatchery meets it as a run of larvae that will not set, a shellfish lease as bad years that stopped surprising anybody, a reef as a problem it is already carrying before the heat window opens. NOAA's thresholds are what a grower learns first: above a saturation state of 3 calcifiers are more likely to survive and reproduce, and below 1 aragonite shells start going back into solution.

The ladder was drawn here, from a finding that is published and free for anybody to cite. Which side of the line each variable falls on is the researchers' work and stays theirs. Ours is the narrower part — the one row picked out of the nine, and the dot in the legend beneath it, marking which stressor a coastal service page is about. Neither institute has said a word about this company, and nothing in the assessment was written with a supplier in mind.

  • Nothing on a hull moves that row. Ocean acidification is not addressable by a vessel program — not by ours, and not by anybody else's. The driver is carbon dioxide the whole ocean keeps taking up, the variable is a planetary average, and reversing a basin-wide trend is not for sale from any supplier at any price. Naming the line here is filing, not an offer.
  • A figure from inside a treated zone stops at the edge of it. What the chemistry does to carbonate pH in the water a pass actually touches is a site measurement, real enough to inform what gets chosen for that zone, and where a scope carries a pH commitment it carries one because somebody measured it on that water first. Site by site. Read that figure upward as evidence about the ocean and it misleads; read the global figure downward as a description of your lagoon and it misleads the other way.
  • The framework is vocabulary here, not reach. Development banks, ESG committees and ministry strategy teams file coastal problems under these headings already, so knowing which heading yours belongs to shortens a first meeting. What gets contracted on this coast is untouched by any of that: the condition of a defined zone, and the safety envelope drawn around that zone.

Do you work in the open ocean?

No. Features like the Gulf of Oman's oxygen minimum zone are circulation rather than sites, and nothing that can be put on a hull reaches them.

The platform is for semi-enclosed and engineered water, where exchange is slow enough that treated water is still near where it was treated when somebody comes to measure it.

How is a service zone boundary decided?

Exchange rate first, ownership second. We want a boundary the water respects and an asset holder who can point at it.

Where those two disagree — and on a busy coastline they often do — the answer is a smaller zone with a real boundary rather than a larger one drawn to match a map.

What are you discharging into our bay?

Your own water, treated inside the hull and handed back oxygen-enriched into the same stretch of bay, at concentrations your consent fixes before anything is deployed. There is no storage aboard, so nothing of yours is carried off and nothing is discharged anywhere but where it was drawn.

Oxidant residuals, bromate among them, are governed against the limit that applies to your receiving water rather than against a figure we picked for a website. Your authority sets it, the service level agreement carries it, and a verifier outside this company reads the same assays we do. A stable end product like bromate does not register on an inline probe, so the live instruments govern the conditions that form it and can cut the oxidant themselves, while independent laboratory analysis runs in parallel. One does not stand in for the other. You keep the contractual right to halt an active deployment on any suspected breach until it is cleared — which is a commitment a regulator can write straight into a consent.

What has to be shown before we commit to a full program?

A calibration phase on a bounded part of your own water, against viability parameters agreed in writing before a hull arrives. A result that misses them closes the phase.

No open-water result has been published for this class of treatment, ours or anybody else's; the published record runs to pond scale and ballast-tank scale. Our own field record is a Florida permit for a bounded red tide trial, documented by the Sarasota Bay Estuary Program and by the nonprofit START, and the estuary program wants to be the body holding the instruments when open-water evidence is produced. So do we.

What follows a calibration phase that lands is an ongoing subscription rather than a booking for the bad months. Commitment is not a trap, though. It ends on two grounds: the performance falls outside what was agreed, or the minimum period is behind you and you have had enough of it. Nobody has to argue a cause for the second one.
